The grant will support the preparation of the Madagascar-Beira Corridor Development and Trade Facilitation Project Phase 2 (PACFC-II) National Road 9 (RN9) Mandabe – Dabara Project, which aims to develop and rehabilitate 89 km of RN9 in the southwest of Madagascar. This road section is currently in poor condition and inaccessible for two to four months per year. Under the broader umbrella of the PACFC II Program led by the African Development Bank (AfDB) and subject to detailed feasibility studies, the proposed project aims to support connectivity between two regional capital cities, connecting two ports and airports, improving the southwest connectivity with the African continent and with Asia. The PPSF Grant will provide financial support to develop the foundational technical assessment and institutional capacity, enhancing the project implementation readiness of the Beneficiary, the Road Agency under the Ministry of Public Works. Beyond financing direct technical assistance and oversight worth $300,000 delivered by AIIB, the funds ($1,100,000) will be used directly by the Road Agency to hire consultancy services for technical studies, environmental, and social assessments, and financial and administrative advisory support.
