EOI - Consulting Firm to Support the Conduct of a Market Appetite Assessment - AHGC

<p> The consulting firm will conduct a market appetite, institutional readiness, and pipeline assessment for potential gender bond issuance in approximately five priority West African markets. The deliverables will include : </p> <ul><li> Conduct market diagnostics and regulatory assessments covering capital markets, sustainable finance frameworks, thematic bond readiness, and gender finance ecosystems (in each selected market). Map relevant stakeholders including regulators, stock exchanges, financial institutions, investors, DFIs, women’s business associations, and sustainable finance actors. </li> <li> Assess financial institution readiness, including potential issuers, eligible portfolios, gender data systems, governance arrangements, and reporting capacity. </li> <li> Identify priority sectors, investment opportunities, market barriers, and potential use-of-proceeds pipelines. </li> <li> Benchmark findings against relevant frameworks including ICMA Social Bond Principles, 2X Criteria, and gender bond good practices. </li> <li> Conduct stakeholder consultations and facilitate national and regional validation workshops. </li> <li> Prepare country assessments, a regional synthesis report, and actionable recommendations for subsequent technical assistance and potential gender bond operationalization. </li> </ul>

EOI - Individual Consultant to Support the Procurement and Contract Management of the AFAWA GrowFi Program - AHGC

<p> The Consultant will work under the supervision of the AFAWA Management and will be responsible for: </p> <ul><li> Supporting the procurement of consulting firms, individual consultants, and service providers required under the GrowFi Program; </li> <li> Preparing and reviewing Expressions of Interest (EOIs), Requests for Proposals (RFPs), Terms of Reference (TORs), evaluation reports, negotiation minutes, contracts, and other procurement documentation; </li> <li> Supporting the recruitment and contracting of the BDS consortium responsible for delivering technical assistance services to participating PFIs; </li> <li> Ensuring compliance with the Bank’s procurement policies, procedures, and timelines throughout the procurement cycle; </li> <li> Monitoring contract implementation, deliverables, payment requests, and consultant performance; </li> <li> Supporting procurement planning, contract tracking, and procurement reporting activities; </li> <li> Coordinating with relevant Bank departments, including procurement, legal, financial management, and fiduciary teams, to facilitate smooth implementation of procurement processes; </li> <li> Maintaining procurement records and supporting audit and reporting requirements; </li> <li> Establishing and regular updating of procurement tracking and contract management tools </li> <li> Supporting the preparation of procurement-related inputs for quarterly and annual internal and donors’ reports; </li> <li> Performing any other procurement and contract management tasks required for the implementation of the AFAWA GrowFi Program. </li> </ul>

<p> Under the overall supervision of the AFAWA Management, the Project Coordinator will: </p> <ul><li> Coordinate the overall planning, implementation, and delivery of the AFAWA GrowFi Program across all participating countries and institutions; </li> <li> Develop and maintain annual workplans, implementation schedules, budgets, and activity trackers to ensure timely execution of project activities; </li> <li> Support the operationalization and day-to-day management and supervision of the Project Implementation Unit (PIU) comprising four (4) consultants ; </li> <li> Serve as the primary coordination focal point between the African Development Bank, Business Development Services (BDS) providers, participating Partner Financial Institutions (PFIs), consultants, and other stakeholders; </li> <li> Ensure effective coordination and alignment across the technical assistance components of the GrowFi Program; </li> <li> Monitor implementation progress against approved workplans, budgets, performance indicators, and contractual deliverables within the required timelines; </li> <li> Track project milestones and proactively identify implementation challenges, bottlenecks, risks or potential delays, proposing effective solutions and mitigation measures where required; </li> <li> Coordinate, with the support of the members, the preparation, review, and consolidation of annual work plans, budgets, procurement plans, and implementation reports; </li> <li> Facilitate regular project coordination meetings, technical working sessions, and implementation review meetings with the BDS, the PIU as well as internal and external stakeholders; </li> <li> Support the selection, onboarding, and engagement of eligible participating PFIs and ensure their active participation throughout project implementation; </li> <li> Liaise with targeted PFIs to ensure commitment letters, reporting requirements, workplans, and technical assistance activities are effectively implemented; </li> <li> Coordinate
